Short answer: to send Qatar National Day offers on WhatsApp the official way, you need customers who opted in to promotions, a Meta-approved marketing template and a WhatsApp Business API platform such as Talkalize. A marketing message to a Qatari number costs $0.0382–$0.0443, so three messages to 3,000 customers stay under about $399.
In 2026, 18 December falls on a Friday, so the holiday and the weekend land together and the week before becomes the real buying window. This guide is for perfume and oud shops, car showrooms and service centres, hotels, chocolate and gift shops in Doha, Al Wakrah and Lusail. It lays out a six-week plan that starts now, using the live figures on our WhatsApp marketing and bulk messages on the official API page.
Quick facts before your National Day campaign
- Qatar National Day is 18 December every year; in 2026 it is a Friday.
- Talkalize charges $0.0382–$0.0443 per marketing message to Qatari numbers, depending on monthly volume, paid from a wallet with no minimum.
- Order confirmations after a purchase go out as utility messages at $0.0102–$0.0118, and your replies inside a conversation cost $0.0011–$0.0013.
- Qatar's personal data privacy law, Law No. 13 of 2016, prohibits direct marketing by electronic communication without the person's prior consent.
- The Starter plan allows 5 campaigns a month to up to 5,000 contacts; Growth allows unlimited campaigns, up to 50,000 contacts and 5 inbox users.
- Talkalize is a Meta-verified Tech Provider, so every message travels over the official WhatsApp API rather than unofficial bulk-sender tools.
Where National Day campaigns usually go wrong
Most shops start too late. The offer gets designed on 14 December and pushed from an ordinary WhatsApp Business phone to hundreds of numbers. It only reaches people who saved the shop's number, and the rest may report it as spam. Official sending needs an approved template, a clean consent list and a schedule spread over several weeks, and none of that can be rushed in the final days.
The second mistake is one message for everybody. A customer who bought a perfume last year does not care about a car-service deal, and a Doha resident who stayed at your hotel wants a short staycation, not a holiday package. Splitting the list by what people bought before is what makes a National Day message welcome instead of deleted.
The third is forgetting the replies. A good campaign brings hundreds of questions on a public holiday: is this size in stock, do you deliver on Friday, are you open late? If nobody answers, and no AI employee handles the routine questions, the customer buys from whoever replies first.
What a National Day campaign costs (last verified: 7 November 2026)
Prices below come from Talkalize's live price list, in US dollars per message, and include both Meta's fee and Talkalize's fee.
| Message type to Qatari numbers | Price per message | Where it fits in the season |
|---|---|---|
| Marketing | $0.0382 – $0.0443 | Teaser, launch, last-day reminder |
| Utility | $0.0102 – $0.0118 | Order or booking confirmation, pickup time |
| Service reply in the chat | $0.0011 – $0.0013 | Answering customers after they message you |
| Plan | Price | What matters for this campaign |
|---|---|---|
| Free | 7-day trial | Full access and one test campaign to 5 numbers |
| Starter | $49/month ($529/year) | 5 campaigns a month, up to 5,000 contacts, 1 inbox user |
| Growth | $89/month ($959/year) | Unlimited campaigns, up to 50,000 contacts, 5 inbox users, full AI |
| Enterprise | Custom | Unlimited audience, custom integration and priority support |
Worked example: a perfume shop with 3,000 opted-in customers sends three marketing messages over the season, 9,000 messages in total. At the top rate of $0.0443 that is about $399; at the 10,000-message tier of $0.0409 it is about $368. Add order confirmations at the utility rate, which are few because they go only to buyers. Country-by-country detail is on the WhatsApp Business API pricing page.
The six-week plan, from consent check to thank-you
- Week 1 (8–14 November): audit consent. Separate numbers whose owners clearly agreed to offers (an in-store form, a website checkbox, a chat where the customer asked for deals) from old invoice numbers where nobody asked. Only the first group goes into the campaign.
- Week 2 (15–21 November): segment. Upload the list to Talkalize and tag contacts by last purchase, area and preferred language. Three to five segments are enough for most shops.
- Week 3 (22–28 November): write and submit templates. A teaser, a launch message and a last-day reminder, each with an image, a quick-reply button such as "Show me" and an opt-out line. Submitting early leaves time to fix any template Meta rejects.
- Week 4 (29 November – 5 December): prepare for replies. Switch on automatic answers for repeat questions (prices, sizes, holiday opening hours, delivery) and decide who covers the shared inbox on peak days.
- Week 5 (6–12 December): tease, then launch. Give your best customers early access first, then launch to everyone on Thursday 10 December, before the weekend.
- Week 6 (13–19 December): remind and follow up. One reminder on 16 or 17 December only to people who did not reply, then order confirmations as utility messages. After the day, a thank-you with a small offer goes to buyers only, not the whole list.

What the customer sees, submitted as a bilingual marketing template:

Happy Qatar National Day! 18% off our oud and mukhamariya collection until 19 December at our Doha and Lusail branches, with free gift wrapping. Tap "Show me" for prices. Reply STOP to opt out.
Campaign ideas by industry
Perfume and oud shops
Fragrance is one of the go-to gifts for any occasion. Segment by past purchase: oud oil buyers get the oud collection offer, French perfume buyers get gift sets. Let the quick-reply button open sizes and prices in the chat, and let a salesperson close the order from the inbox.
Car showrooms and service centres
The long weekend brings visits and test drives. A showroom invites existing service customers to test-drive the new model with a gift for booking; a service centre offers a winter check before desert trips. Use a "Book a slot" button and send the confirmation as a cheaper utility message.
Hotels and staycation packages
With 18 December on a Friday, a two-night Thursday–Friday package is a natural offer for residents. Send it to past guests who opted in, mention nearby celebration viewing spots if your hotel has them, and let bookings happen in a chat with the reservations team.
Chocolate, gift and corporate-gifting shops
Companies in Qatar order maroon-and-white gift boxes for staff and clients. Send corporate buyers an early template at the end of November with quantity tiers and the order cut-off date, and send individuals a separate offer in the final week. Payment can run through Fawran, the instant mobile-number transfer service Qatar Central Bank launched in March 2024, with the order confirmation arriving on WhatsApp.
Rules that protect your number
- No more than three marketing messages per customer this season. Repetition drives reports, lowers your number's quality with Meta and can cut how many messages you may send per day.
- A greeting does not make a message utility. Promotions and general greetings are marketing; an order or booking confirmation is utility.
- A clear opt-out in every template. Remove anyone who asks, straight away.
- Never buy number lists. Bought numbers carry no consent and expose you to the privacy law and to a banned number.
When another option fits better
If you have fewer than about fifty regulars who already saved your number, broadcast lists in the free WhatsApp Business app may be enough. If nobody on your list has opted in, collect consent first with an in-store QR code or Click-to-WhatsApp ads, and save the bulk campaign for a later season. Some platforms advertise lower monthly fees; ChatDaddy's Qatar guide (published 14 April 2026) lists plans from about $29 a month. Compare the full cost per message plus the plan, not the plan alone.
Measure it before the next season
After 19 December, check three numbers per segment in the campaign reports: read rate, reply rate and orders that came from chats. The segment that replied most becomes your first audience for Ramadan 2027; the one that stayed quiet needs a different message or fewer sends.

Frequently Asked Questions
When should a Doha shop submit its National Day WhatsApp templates to Meta?
Around the last week of November, at least two weeks before launch. That leaves time to fix any rejected template and test it on your team's numbers before 10 December.
Is a National Day greeting with no discount a marketing or a utility message?
Marketing. A general greeting is not tied to a specific order or booking, so it is billed at the marketing rate of $0.0382–$0.0443 to Qatari numbers. The cheaper utility rate is for order and booking confirmations.
How many offer messages can each customer get during the National Day season?
Three marketing messages at most: a teaser, the launch and one final reminder only to people who did not reply. Sending more drives spam reports and lowers your number's quality rating with Meta.
Can I use numbers from my POS system or loyalty cards for a National Day campaign?
Only if those customers clearly agreed to receive offers. Qatar's Law No. 13 of 2016 prohibits electronic direct marketing without prior consent, so separate invoice-only numbers and collect consent from them first.
What happens to replies that arrive on 18 December while the shop is closed?
Switch on automatic replies or an AI employee that answers prices, sizes, delivery and opening hours, and routes ready-to-buy chats to the shared inbox so the team can close them when they are back.
Should we send one Arabic-English message or two separate versions?
If your list is tagged by language, two separate versions read cleaner and shorter. If you do not know each customer's language, a bilingual template is a safe first season; then record the language of everyone who replies.
